Banking lobbyists used it as an argument, some lawmakers used it as a rationale, and the final bill included an explicit prohibition: no stablecoin issuer shall pay interest or yield to holders. The logic was straightforward—if you can earn more money on-chain, who would keep money in a bank? With fewer deposits, banks have less ammunition, and borrowers suffer. Sounds reasonable, right?
